Best value ADSL

Friend of mine is buying his 1st PC...lol ( Good Luck To Him ) and he wants to get on the net, im on cable interent but hes not in a cable area so im trying to find the best value ADSL out there to recommend to him. Says he wants to pay £15 a month or under, is there any reliable service out there which has got a decent high usage allowance each month, or better uncapped, also free modem/connection etc Any info would be appreciated.
