IE will not download anything. If i left click on the download link it goes to an error page that says "You are not authorized to view this page HTTP Error 403 Forbidden" or just sits there and i've downloaded from that site before. or if i right click and choose save target as it brings up the download box but then i get an error that says IE cannot download from ____ site.
IE was not able to open the Internet site. The Requested site is either unavailable or cannot be found.
it's really wierd because my computer was just sitting there i didn't do anything to it it just stop working.

Run Ad-Aware and scan for viruses. Upgrade to the strongest security for IE, i think it is 128 bit encryption or some crapola? Then let us know. Good luck!

What operating system are you using? and how old are your virus definitions?
I would seriously suspect a virus. Win 98 had some Kiddie locks for Explorer if I remember right.
A lot of virus's will disable you ability to download just to keep you from updating your virus definitions or they'll mess with your lmhost file to keep you home alone.

I'm using win98 and Norton Antivirus, it checks for and updates my virus definations every four hours. And if it is a virus it's not stoping me from updating my definations i can still do that I just can't download from with in internet explorer.
And i set my security as low as possible.

There is another thing you can try rolling back the registry to an earlier date.
You boot to a DOS prompt and type in scanreg /restore (theres a space between the g /)
you can scroll down and pick a day that you know the system worked OK and restore those register settings (there will be 5 to choose from)
Here is a link that explains it more fully

here is what happens, every time you boot up sucessfully the new registry is saved and the sixth one is deleted. so if you pick the oldest one and it is sucessful, it will move from 5 to 1 and your present will move to 2 position.
you can go to the scanreg.ini file and change MaxBackupCopies=5 to up to 99 if you want that many back ups--10 should be plenty.
There is one peculair thing about scanreg /restore if you download files to the desktop, they will be removed on a restore to a previous version, so drag anything you want to keep to MyDocuments.
The command does fail now and then, if it does, try another date.
