PM stuck in the Outbox

Can anyone help me figure out how to send a PM to the moderators?
I've written a message but it's stuck in the outbox...(I think I'm missing something)

The easiest way to send me a PM would be to click on my name or Avatar and then click on the Send Private Message link or you can use this link:
memberlist.php?mode=viewprofile&u=95

I just click on the link above and sent you the original message...but it went in the outbox again, stuck there. I did click on Submit.
Not sure, maybe PM is disabled?
