I am a little confused by the term IP Address
If I go into ipconfig /all
I see one line saying IP Address, it starts with 192.168
If I go into the website 'What is my IP address' I see a totally diferent number starting with 82.39
I would like to know what each on is.

This could be a number of things-

1. Your IP address is being masked by a firewall either on your pc or the server. in this case your ip address will look different.

2. ipconfig /all shows the computers you are connected TO not your ip address. to find out your ip address, double click the internet status icon in the taskbar (near the time), click on details and look at the "client ip address". this will be your IP address. If you have a broadband connection this will always be the same, if you have dial-up it will change.
