toolbar changes

I have just noticed whilst surfing the NET that the small toolbar that is usually on the screen has dissapeared. im talking about the small timer/status bar that indicates how much of the webpage has loaded. it has small green squares that fill up a bar. What settings is this in so i can try to restore it ??????
