i also was wondering why when i tried to delete them in safe mode they deleted but when i restarted and went into normal mode all of the files i deleted in safe mode came back
Windows XP has a System Restore feature, sometimes you need to shut it off
Click Start.
Right-click My Computer, and then click Properties.
Click the System Restore tab.
Select "Turn off System Restore" or "Turn off System Restore on all drives" clear the check box go back into safe mode - delete the files. Boot back into Windows normally and ture System Restore back on.

in had the same problem, and somone on here told me to use SPYBOT S&D , this has a tool called SHREDDER on it and can delete almost anything, it worked, at first it seems as though it didnt delete it , but after using the shredder tool i restarted my pc and manually deleted the files easily so SPYBOT did somthing
