This could be caused by a corrupted index.dat file in your Temporary Internet Files. The easies way to correct this if it is the problem is to clear out the Temporary Internet Files and delete the index.dat file.

To clear out the Temporary Internet Files in Internet Explorer go to Tools/Internet Options/General. Click on the Delete Files button. On the next screen check Delete all offline content and then click on the Ok button. This will clean a lot of files in the TIF.

To delete the index.dat file you have a few options. One option is to logon with another user logon account that has Admin authority and delete the index.dat file. Another option is to go into the Recovery Console and navigate to the location of the index.dat file and delete it. Probably the easiest way to delete the index.dat file is to download a program called MoveOnBoot.

Download MoveOnBoot from the below link. This is a direct download link so it is going to download as soon as you click on it. Once you have downloaded double click on it to install it. Reboot your PC. Now that you have installed MoveOnBoot you will have an option on the right click in Windows Explorer that says "Delete file(s) on the next boot". Find the dll you need to delete and then select it with the right click and click on this option. Reboot your PC and the dll should be gone.
