Did you check in C:\Documents and Settings\Username\Local Settings\Temp and/or C:\Windows\temp ?

your norton protected recycle bin is probably "protecting" that space on your hard drive just in case you want to un-erase the file.
If you right click the recycle bin and go to properties, you should see an option "double-clicing item opens" choose Standard Recycle bin. Hit OK to close the box, then double click the recycle bin and then chose File - Empty Recycle Bin.

I have found that even if you are not using the Norton Protect Recycle bin you might still have to right click on the Recycle bin and select Empty Norton Protected files to free up the space.
