Is the computer that you are using or trying to use as the server sharing its internet connection?

Then thats most likely why your file sharing is working the way it does. If you can hook up your internet to be shared through your router you sholdn't have a problem with file sharing!

the problem is that the ports are not opening up when we do port forwarding. for an ip the router is giving us 192.168.1.100 and the other is 192.168.1.101 these are the 2 ips that the router is giving us.

If you can connect from the “server” to the other systems then the router is working fine.
You said that you have three systems networked through the router,
if windows xp is the “server” then it is most likely a permission problem.

An easy way to solve this is by creating a user on the Win XP systems,
one each for the other systems on the network.
Use the name and password that you login with on each system.
On the win XP pro system add two users; Win xp home and Win 98
On the Win xp home system add two users; Win xp pro and win 98
On the Win 98 system add two users; Win xp pro and Win xp home

What Port does the Server run on?

Read your Router manual to see how you enter your Router Settings.
There in the VPN section you will need to open that port or range of ports.

**NOTE:
In VPN the IP will have to be a range of IP's to enable all pc's to access.
