Posted: Tue Dec 14, 2004 9:18 pmThis happens when the site you're visiting requires membership, or is reserved only for the admin of the site. If you're recieving this error on multiple web pages that you think you SHOULD be able to see, then I don't know what is wrong.

On the top of IE click on Tools and scroll down to Internet Options.
Click on the Security tab, then click on Custom Level. Scroll down to the Download section and make sure file downloads are Enabled.

Downlaod both of them and do scans and then post again saying if the problem is still happanint. The links to download the programs are
