i have 2 paritions in my hard drive
a 6gb and a 74gb
the 6gb has windows xp prof
and the 74gb has windows xp media center
the 6gb is used for a backup incase the main OS doesnt work(like now)
i reinstalled xp media center and it loaded up fine
i ran updates, installed software, and updated the drivers
it asked me to restart for completion of the setup for some drivers/software
so i did
and it loaded up to the windows xp spash screen
it turns black
then restarts
it wont load up now that i restarted it
the xp prof loads up and works fine

Sounds to me like the video drivers are causing the problem.
Boot into safe mode and uninstall your video card through device manager.
Reboot the system cancel the found new hardware wizard and see if you can get to your desktop.

Maybe something got corrupted.
Try booting from the windows cd, choose repair and run a chkdsk /p on the affected partition.

Would this by chance be an Intel onboard video chip set?

I only ask because in the last few weeks I have seen this on three systems with Intel onboard video chips.
The first system was a gateway and it was a reload from the start, I used the system restore option at boot up.
Once it restored I too updated from Microsoft rebooted and black screen and reboot loop.
So I restored again but this time I updated the video drivers from Intel dated July 2006.
Then I updated from MS after reboot everything was fine.

The other two systems I never could get them to boot so I had to copy off needed files by slaving the drive to a good system.
Then reinstall, do the intel drivers, reboot and then the updates from MS
