Blue error screen

Hello my friends pc comes up with this message every time its started can anyone tell me what it is and can it be fixed

clennonuk,
Is this XP or Vista?
Do they have their Windows install cd/dvd?
Can they boot into safe mode?
Restart Windows after you see the BIOS screen and before Windows starts to load.
Start tapping the F8 key. The Windows Advanced Options Menu appears.
Use the Arrow key to ensure that the Safe Mode option is selected.
Press Enter. The computer then begins to start in Safe mode.
If they can then they need to run s disk check:
Right click on the C: drive and select Properties, next select the Tools tab
Click the Check Now button put a check next to "Automatically fix file system errors" and click the Start button.
They will get a message box saying that windows cannot complete the task
Click the Yes button and restart the system.

Any XP install cd will get you into the Recovery Console to run a disk check.
Without a XP install CD, it can only be resolved through trial and error.
This would involve opening up the system case and removing one connected item at a time, like pci cards.
Reboot this system to see if it loads - repeat until the system boots or until you run out of items to check.
