Graphics card error

hello I am running windows XP home on a PC i just built.

I have everything up and running except my graphics card. The problem is I can load up windows I can see everything but the stuff is all choppy. I installed all the drivers and new drivers from NVIDIA's website. The hardware manager says that the device could not start and it was an error code 10. I tried everything from uninstalling the drivers/reinstalling. I just dont know what to do. I am considering my graphics card is just bad.

I am also thinking it could be an IRQ conflict with something else. I know that IRQ 11 is my graphics card. How can I set or dedicate an IRQ to VGA?

realdealgman........ Just some suggestions to try.
Have you uninstalled all previous video card drivers?
Have you looked in BIOS to disable the onboard video?
Have you looked on the motherboard for a jumper to disable the onboard video?

I also found this:
"........make sure that the motherboard chipset drivers have been installed and that the new video card is located by itself on IRQ 10 or 11. Note: In Win XP, the card may be assigned to an IRQ higher than 15. This is OK as long as it’s not sharing with other devices. There are several ways to potentially rearrange your IRQ’s if you experiencing problems that may caused by a hardware conflict with another device:

• Option 1:Try changing the IRQ for the video card in the system BIOS. For information on how to do this, check with your motherboard or computer manufacturer.
• Option 2:Make note of which slot each PCI device is installed in. Locate the driver CD for each PCI device in case you have to reinstall the driver. Physically remove all the PCI devices except the AGP card and boot up computer in windows. If the problem is fixed, re-install each device, one at a time, into a PCI slot that’s different from the one it was originally in. Shuffle the cards around until you get our card to post on IRQ 10 or 11 by itself.
• Option 3:You may also try to "load bios defaults values" or load setup default values" in your system bios."

I check the IRQ of each device and they are all seperate IRQs. The Graphics card runs seperately on its own of IRQ 11. I nstalled the new AGP chipset drivers and still nothing. I am thinking this is just a bad card. I can't change the AGP to 8x it is stuck on auto. I think that could be the problem. I don't know how to change the settings so I can change agp from auto.
