32 bit Operating Systems will only "see" a maximum of 4GB, including memory used for graphics, sound, neteork etc. This means in practice you will only have whats left for the system. If you have a 512MB graphics card for example, you will get less than 3.5GB for the system.
You need a 64bit system to use all of 4GB or more.
