I got it figured out. Apparently Itunes interferes with a lot of Dell hardware. In my situation the disk burning feature of Itunes was messing up the drivers on the drive. In order to fix it I went into the registry and deleted specified upper and lower filters.
Type regedit into Run
Expand HKEY_LOCAL_MACHINE
Expand SYSTEM
Expand CurrentControlSet
Expand Control
Expand Class
Click on 4D36E965-E325-11CE-BFC1-08002BE10318
Go to the right and delete UpperFilters and LowerFilters
This allows the drive to work properly but disables Itunes ability to burn cds. It also causes and error message to occur when Itunes opens asking to reinstall the program. Do not reinstall Itunes because this will cause the original problem.
