No power, only case power light

I have been having a problem with a computer and it is that the computer seems to have no power. When i press the power on button, the LED on the case lights up, and then if i press and hold the power button for a few more seconds the light goes out just as it would if the computer was turned off. But nothing else appears to have power, niether the fans nor any other lights turn on. I thought it was the power supply but i got a working one and still has the same problem. I then wondered if a particular componant could be the cause so i tried a barebones boot with only the Motherboard, Processor and RAM. but still nothing.
I wondered if the motherboard was to blame as no other componant seems to have power but the case LED gets its power from the motherboard. I also then wondered if it could be the power button itself but the case LED only comes on when i press the button. however i may be misreading the signs :P

Any help would be much appreciated

considering what you've already done, it sounds like a motherboard. An LED lighting up doesnt mean the board is good. No beeps indicates its not the cpu as that would generally give off a code. I'd be board shopping as it cant really be anything else.
