USB Malfunctioning

I have a emachines pc, I bought it in fall of '06. I started it up yesterday and realized none of my usb drives were working. When I plug in my mouse, the red light on the bottom lights up for a split second, and the analog light on my game controller lights up as well. But none of them work. I bought myself a DYNEX PCI USB card, and i'm encountering the same problem. Any suggestions?

ports do go bad, seen it time and time again but the pci card acting up is odd. Id start by going through emachine and see if theres any motherboard driver updates and possibly bios updates.
