Ram timings

Can anyone explain in easy terms about ram timings.. i been trying to read up about them but its a bit confusing i know the lower the latency the ram the better and the cas number? but the 2-2-2-4 etc is a bit confusing can someone explain in simpler terms for me or other people thats confused would be very much appriciated. On ebay been looking at these two sets of ram :

but aint sure which one to go for i think corsair are better then kingston ones that im comparing but i might be wrong..

any one have good knowledge about the two and know what are better? , Rob.
