I've been having a similar problem... I am fairly certain that it is the PS, but havn't been able to swap it out yet.... I've found that disconnectting the comp from the wall (power cord) and replugging it in, will usually allow me to boot up when it happens.... My circumstances are rather infrequent though....
Good luck to ya

Try clearing your Cmos, then booting without the battery in.Just make sure the jumpers are in the correct place.Obviously you will have to put the battery back in afterwards. This same thing happened to me a while back and this fixed my problem.Good luck.
