laggin????!!!

I don't know whats wrong with my computer. I have a 3d program and when the file becomes around 10-12mb, the software lags a lot, like when you try to move around the 3d world. And not just the program, but also in games like Battlefield or warcraft. I think i have enough memory, 1.5gb and my cpu is 2.8. Could it be my motherboard and my video card?? ati radeon 9200se and my motherboard is soyo p4x400 dragon lite. I really think that it's my video card. Will upgrading it help out my laggin prob? or both motherboard and gpu?
