Image Making Software

I have been trying to find something that will make images for my website but I have found nothing that will work to my standards. I really don't know much about the artsy stuff but I try. I have drawn out the picture on paper but I need a way to get it on the PC. I do not have a scanner and I can't find software to somehow recreate or make and enhance it in any way. I thought I had saw a post on these boards a while back about someone doing the pictures for people but I cannot find it anymore. Can someone please point me in the right direction for what I am looking for?
