Theres several ways to do this, it really depends on how acurate your cut needs to be. A simple way in PSP is to use the selection tool.

Open the image you wish to cut from

Click on the selection tool from the toolbar

You should have a floating tool options window that will let you select the shape of the tool(square, circle, triangle etc.)

Click and hold the Left mouse button and drag it to select the area you wish to cut then release.

Go back to the arrow (cursor) tool then right click inside the selected area and select cut or copy

Now open the second or destination image

Right click on it and Paste as new layer, from here you can use the deform tool to adjust the size of the pasted image.

When your satisfied with it, go to the top of PSP and click Layers>Merge>Merge All(flatten) but know that after you merge it you cannot adjust the pasted layer any further.
