MS Office Pro 2003

When I attempt to open most MS Office applications, I receive the following message. "Microsoft office has not been installed for the current user. Please run setup to install the application". Note that I am using the administer account and have not opened any other accounts.

I have tried the following, all to no avail:
- running the office repair function from control panel
- uninstalling and reinstalling ms office
- changing permission access to "everyone"
- messing with the data file in the registry

I am at a loss as to what to try next. Any suggestions would be really helpful,
