Does NetBIOS work between subnets?

Where I work we've got a novell network. If netbios over tcp/ip is enabled in winXP then I can see all windows machines on the network, irrespective of subnet. However I can't seem to connect to computer & see their shares unless they are on the same subnet - is this default behavious for netbios, or does it indicate that they're blocked certain ports on the routers between subnets?

More than likely it's an older router. Most newer routters can handle NetBIOS over TCP/IP, even though NetBIOS is really a LAN protocol and not really a WAN protocol.
