Is there no application to install? What type of a file is it?
Well here are instructions on how to add a screen saver and you can also add Photos from your hard drive.
For Windows XP:
Click Start, and then click Control Panel.
Click Appearance and Themes.
Under Pick a task, click Choose a screen saver.
On the Screen Saver tab, in the Screen saver list, click the screen saver you want.
Click Preview to view the screen saver for a few seconds and then click Settings to customize its behavior.
When you have one you want to use, click OK.

To have your fish screen saver listed in the dropdown box of the select screen saver in the Display Properties window.
Just copy the fish.scr file into your "C:\WINDOWS\system32\" directory.
