Office 2003

This seems to only occur on MS word 2003 on terminal server. While tracking changes the Word tracks the changes properly and saves them correctly and when you open the document they remain in red font. but when shutting off track changes and changeing it from final show markup to final draft and saving it the red type goes away as it should. Our problem is that when you reopen that document it is set back to Final show markup and all of the markups are red again. Is this a bug with MS 2003 on Terminal Server or is there another way around turning off markup besides the way MS tells you about?
