New PC, no video no mobo beeps... pls help. tottally lost

Here is my problem. I ordered the parts for my GF’s PC on 03/06/2004 and upon assembly I got no video signal. I had to leave for awhile and when I got it back they said they had gotten it to start after hitting power and then reset… All I got doing that was the mobo splash screen. I figured it was DOA and sent it back to Newegg. Ive got the new one now. I install everything very carefully except for some oddness with case stud to screw size ratio everything goes smoothly.

Now it powers up (fans both cpu and case) but no video. I have tried the card on a working system and it worked fine. Also, The old board gave me start up beeps..this one gives no beeps. I’m so about to scream. The front panel connectors are setup the same as before, except leds which I didn’t plug in yet. Is this mobo bad too? Or could the cpu be bad. Its it’s got a new 400 watt power supply. ANY ideas? I’m so frustrated by this and was just trying to do something nice. Here are the specs:
