Well this could be a problem with the Wsock32.dll file depending on the error message that you are receiving and what version of IE you are running.
If multiple copies of the Wsock32.dll file are installed, an incorrect version of the Wsock32.dll file is installed, or the Wsock32.dll is corrupted you would receive one of the following messages.
The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.
Cannot find server or DNS Error
Internet Explorer cannot open the Internet site Web address. A connection with the server could not be established.
Do a search for Wsock32.dll rename any copy of the Wsock32.dll file that is not located in the Windows\System folder
To replace the Wsock32.dll file, boot into safe mode rename the Wsock32.dll to Wsock32.dll.old reboot
To extract a new copy of the Wsock32.dll file from your original Windows 98 CD
Go to run type " sfc " (without the quotes).
Click extract one file from installation disk.
In the Specify the system file you would like to restore box, type
drive letter:\windows\system\Wsock32.dll
Click start, click browse next to the restore from box, and then locate the cab folder.
Click OK, and then follow the instructions on the screen.
