Disabling CDROM Drive

As a part of data security measures, the floppy drives in my office PC are disabled. Now I find that even CDROM drives have been disabled. The device is present and connected, the LED blinks when I insert a CD and it starts spinning, however I can’t access it through explorer, DOS prompt etc.
How this could have been done i.e. disabling CDROM drives and is there any way to access the same?

Well for security reasons you are not permitted to use these devices. I dont feel I am at liberty to give you the answers you need mayb someone else will have pity on you and clue you in. Its problaby password protected through administrative rights anyhow unless the cdrom has gone bad. Are all other cdroms also disabled in the office?
I apologize but this is not the place I feel to look for that answer.
