ATI Radeon 9600 XT problem

Here's my problem. I'll install the drivers and it'll work fine. Then I'll install the ATI/Catalyst Control Center. When I open this, one of two things will happen. 1) My monitor will have colored lines going down the screen/moving around sometimes. 2)Or the monitor will just go black as if it was shut off. How would this problem be corrected? Here are my specs:
OS: Windows XP Home w/ SP1
Video Card: ATI Radeon 9600XT AGP 8x/4x
Motherboard: AOpen AK86-L

Have you tried downloading the software from ati instead of using what was shipped with the card?
