For some reason my pc refuses to shutdown. When I try to it just restarts instead.

What is causing this is an error on shutdown, to trap this error go to:
Start > Control Panel > System > Advanced Tab >
Startup and Recovery section “Setting Button” > uncheck the “Automatically restart” box
Check the box “Write an event to the system log”

Now when this happens you will get a BSOD with the error listed.
Write this error down and post it back here.

Checked your BIOS power settings. Make certain the "Wake on Modem Ring", "Wake on LAN" or "Wake on PCI PME" are set to Off or disable.

Roxio software can also do this, there is a patch on their web site

Oh well, here we go again. Another one of those strange little quirks that appear then disappear all on their own. Everythings working ok now. I must have upset the gods of the OS,but I've been forgiven now it seems.

PCs eh. *sigh*
