Internet connection slow...

My neighbour only has a Dial-Up connection and would like to Optimize his connection speed and the opening of WebPages as well as bring in E-mails alittle quicker...

He keeps talking about a program called Dr.Speed.
My searches have come up with hacker sites with cracks but no info or download for this app.
Can anyone tell me about this app or maybe another app that will do the same things.
Alot of them say 200% speed increase?On a dial-up??

Any info would be appreciated.
