Im going to give you a link that will explain the difference between Dynamic and Static ip addresses. I would bet your already set up on a dynamic ip, static is something you usually pay for as an extra service.

Arkansas Telephone Company only has Dynamic IPs for Residential DSL accounts.
They offers Static IPs to Business DSL accounts for an extra $10 a month.

If what you are looking for is a static ip for the ftp server you are running (that was me as anonymous sign-in)
Then you might want to check out
With their free service your dynamic ip will be assigned a url that is always directed to your ever changing dynamic ip.
