Not being able to ping your WAN IP is normal. DNS servers are usually pingable. What is the error that he gets when he tries to connect to your FTP via your WAN IP?

Are you sure gave him the correct IP?

I give him my WAN IP as it reads under Status of the router. He tries to connect to me through that particular IP. I gave him the port number as 7000 as I have it and his password to access me. When he tries to access my FTP directory by using SmartFTP with my WAN IP and the correct username and password and port number he gets an error telling him that the machine actively refused his request. I just don't get it...I am no expert at this stuff but according to what I have read it should work. I need a better understanding of network protocols I guess! Tell me how the router deciphers his request when he tries to access my FTP, I also have IIS running or setup. What happens when his request hits my WAN IP? and why can't he connect from that point?

Please verify that you have statically mapped port 7000 to the LAN IP of the FTP server. Can you paste a screenshot of the static mappings for me?

I set it up exactly like this illustration here, http://www.pctechforums.com/modules.php?name=FTP
except for the fact I am using PPPoE, everything is exactly the same.[/img]

If you are refering to the actual "Static routing" configuration of the router itself, I have added nothing.
