I'd suggest a higher wattage PSU, and a more reliable make.
Cheaping out on a PSU is a bad idea, something I say maybe too often.

4GB of RAM is only worthwhile if you're getting a 64bit OS. Otherwise you can drop back to 2GB and save some pennies. There's plenty of threads explaining why if you don't know.

I expect that KB&M are cheap anyway, but I always prefer a wired KB&M. For serious gaming they're a must as it minimises lag, and they tend to be cheaper. I love the cherry brand as their keyboards are very cheap but top notch quality. For mice, look into getting a laser one since they're much better than optical. The price goes up but it's worth it.

The most important thing, if you want a 'good' gaming PC, the GPU.
Well, if runescape is the most intense thing you're thinking of playing then you can get away with cheaper everything, especially GPU. If you are going to want to play something like L4D2 or Bioshock then I don't think the 9600GT will satisfy you. Put the name of the card into google and you should be able to pull up reviews comparing it to other cards.

ATI have just released a line of cards that support DX11, and Nvidia are expected to bring out new cards that do DX11 in Janurary 2010. Just something you might consider waiting a little for.
