Modem restarts win98 machine in dailup.. EVERYTIME!

Pentium 1 166 w/o mmx, 128mb ram, 8 gb hdd.. and a working PSU! ( AT)
as soon as the modem dails up.. the machine restarts, and this happens everytime, until i change the regional settings, which in that case it duznt restart, it just gives a fatal exception..
anyideas?
i am gna tell this client to buy an external modem.. this one being an interal!

Have you looked in "Device Manager" / Modems? Is there a conflict in "Resources"?
